CSB Figure Skating Constitution

Article I: Name and Purpose

Section 1: Name
CSB Figure Skating Club (abbreviated as FSC in this constitution)

Section 2: Purpose/Mission

  • The FSC is an athletic club that combines artistry and sport and promotes physical fitness.  It will:
  • Give both competitive and recreational figure skaters the opportunity to continue their passion as college students.
  • Provide the ice time for skaters to practice individual skills (freestyle ice).
  • Introduce the concept of synchronized skating to both campuses and emphasize figure skating as a sport.
  • Create an atmosphere that welcomes and respects all who are interested in figure skating-no previous experience is necessary.
  • Represent CSB at state-wide individual and synchronized skating competitions and invitational exhibitions.
  • Entertain during Blazer and Johnnie hockey games.
  • The FSC will offer different commitments of membership for recreational and competitive purposes.
  • The FSC will help build a sense of community, cooperation, and understanding within the club members; general members and synchro team[1] members will be equally important to the FSC.

Section 3: Affiliation
In order to compete as an Open-Collegiate synchronized skating team or individual competitor, the CSB FSC will comply with the rules of the United States Figure Skating Association (USFSA).  USFSA membership is required for competition, so our club will work with the St. Cloud Figure Skating Club (SCFSC) and the home clubs of its members to ensure that competing is possible. Our club will also work with the Municipal Athletic Complex (MAC) of St. Cloud for freestyle ice, synchro practice, and FSC events.

Article II: Membership

Section 1: Eligibility for Membership

  • General and/or team members must be enrolled in at least 12 credits per semester.
  • There will be two levels of membership available:
  • General Members: Voting members
  • Participate in various activities and events developed by the FSC.
  • Attend at least one freestyle session per month.
  • Synchro Team Members: Voting members
  • No synchronized skating experience necessary.
  • Minimum USFSA Moves in the Field test: Pre-Juvenile.
  • Academic school year commitment (August-May).
  • Attend at least one freestyle session per month.

Section 2: Voting Member Criteria
Members can vote as long as they abide by the club eligibility stated in Section 1. General members can vote on issues concerning the club as a whole (i.e. officers, events, etc.) and synchro team members can vote on issues concerning both the team and the club as a whole.

Section 3: Removal of Members

Synchro team members will be temporarily removed from the team if the following occurs:

  • miss one quarter of the mandatory practices
  • miss the practice before a performance or competition
  • reoccurring problems with drugs or alcohol (meeting with team and faculty advisor required before demotion)
  • failure to pay the required club dues

General team members will be subject to removal if they do not pay their club dues and if they do not attend at least one freestyle session per month. 2/3 of club members must be present to vote regarding the removal of a member. A majority vote determines the action taken.

Article III: Officers

Section 1: Officer Qualifications
Elected officers must have been members of the USFSA for at least four years. They also must have a cumulative grade point average of 2.5 with a minimum of 12 credits per semester. Officers must have been a member of the campus FSC for at least one year.

Section 3: Duties of Officers

President: General Oversight

  • Communicate with campus advisor and USFSA
  • Call/prepare club meetings
  • Address concerns/problems of the club members
  • In charge of scheduling and ordering club/team items
  • Serves as spokesperson for the club/team and the officers

Vice President: Publicity and Communications

  • Assists the president with duties
  • Organizes fundraisers
  • Advertises for the club
  • Communicate with other member schools for ideas and support

Secretary: Administrative Responsibilities

  • Keeps and distributes meeting minutes
  • Notifies members of meetings and/or practices
  • Creates and distributes practice schedule for full members
  • Keeps track of attendance
  • Make sure competing members renew their USFSA membership

Treasurer: Financial Responsibilities

  • Collects dues from club members
  • Keeps financial records

Section 4: Vacancy in Office
In the event of vacancy in office due to study abroad, removal, or resignation, the entirety of the FSC will vote to determine the replacement. 2/3 of club members must be present to hold a vote; majority vote is required to determine any position. The vice-president will automatically be nominated for the president's position if the president is removed for any reason.

Section 5: Removal of Officers
A signed petition by 50% of the club is required for the removal of an officer. This petition should be brought to attention of any other officer and then a meeting will be called to discuss the issue.

Section 6: Appeal of Removal of Officers
Concerned members and officer in question will have equal amounts of time to state their case at the called meeting.  There will be a two week period after this meeting in which the officer in question can appeal the decision made by the club. A majority vote is required to remove an officer at the meeting following the 2-week period.

Article IV: Elections

Section 1: Nomination Process
After the first year of club status, all interested in becoming an officer can either be nominated for a position or nominate themselves. At a meeting to determine officers, those nominated will give an informal speech on their position.

Section 2: Election

  • Elections will be held near the end of the school year.
  • 2/3 of club members must be present in order to hold elections.
  • Those elected will win by majority vote.
  • The method of voting will be a secret ballot.

Article V: Advisor

Section1: Selection
When choosing an advisor the FSC will take athletic knowledge and interest in figure skating into consideration.  The club will also look for an advisor who will be willing to support the club and its members.

Section 2: Duties
The FSC advisor will perform the following duties:

  • Attend all executive meetings
  • Attend a specified number of club/organization events
  • Speak up during meetings with relevant information
  • Challenge group members/officers to think creatively
  • Take an active part in facilitating the development of group goals
  • Promote group activities to other faculty/staff

Article VI: Meetings

Section 1: Regular Meeting/Club Activities
There will be monthly meetings held that involve both general and synchro team members of the FSC. The club secretary will notify members of meetings at least one week in advance via email, and a reminder will be sent the day before the meeting. All members will attend numerous skating sessions in which they can improve individual skills and synchro team members will participate in weekly practices.

Section 2: Special Meetings
Special meetings will be called as necessary by the officers. These meetings will be held and run very similarly to regular meetings. Depending on the reason for the special meeting, it could be slightly shorter or longer than regular meetings. Notification of special meetings must be sent via email to the club members at least one week before date of the meeting.

Section 3: Parliamentary Authority
During club meetings, the president will be the primary speaker.  She will go through the agenda formulated by the secretary so that meetings have structure and organization. The secretary will attach the agenda to the reminder email sent the day before each meeting. All members are more than welcome to voice their opinions and suggestions regarding any issues. In the event that the president cannot attend the meeting, the vice-president will become the primary speaker; the vice-president will notify the president of matters discussed in his or her absence. After the meeting, the secretary will email the minutes to all members, those who were in attendance and those who were not in attendance.

Section 4: Quorum
At least 2/3 of club members must be present for official club business to occur. If members cannot be present at meetings in which voting occurs, they will still have a chance to voice their opinion: If they notify an officer before the meeting takes place as to their reason for absence, they can vote through an officer and their vote will still be counted. Note: their vote will only be counted if they notify an officer prior to the meeting.

Article VII: Committees

Section 1: Committee Structure
During its first year of existence the FSC will not have "set" committees. When events, activities, and fundraisers come up, members will volunteer their assistance. At this point, we will have a fundraising committee that will be headed by the vice-president. This committee will brainstorm fundraising ideas and organize chosen fundraisers. All members will participate in fundraising activities and the treasurer will keep track of finances. In the future, more committees may be created and their responsibilities will be determined accordingly.

Section 2: Special/Ad-Hoc Committees
In the event that a special/ad-hoc committee is needed, one will be formed.

Article VIII: Finances

Section 1: Funding
The FSC will receive funding from the CSB Senate apply for CFB monies and if we are allocated resources, we will follow all  institutional regulations.

Section 2: Honorariums
There will be no honorariums issued to any members or officers of the FSC.

Section 3: Dues
Club dues will be determined after the first year of the FSC's existence. If the club is not allocated enough funds to cover required expenses in the future, fundraisers will take place by any or all members to increase the available finances of the FSC. In the event that fundraisers and allocated funds do not cover required funds, the needed amount will be determined and split evenly between the club's members.  General members will not have to pay the same dues as synchro team members, as those on the competing team will have separate costs that are not included in general membership. Example: team competition attire is only included in the synchro team's dues.

Article VIII: Amendments

Section 1: Ratification
Proposed constitutional amendments will be presented in writing to the officers and advisor. If approved by the executives, the proposal will be placed on the agenda for the next meeting. The club members will participate in a secret ballot vote to either accept or deny the constitutional amendment. 2/3 of members must be present to hold a vote and the majority will determine acceptance of proposal. The final decision regarding the amendment will be made within two weeks of its proposal.

Section 2: Submittal to Department of Student Activities and Joint Club Board
Any changes made to this constitution must be submitted to the Department of Student Activities and the JCB.

Article X
The CSB Figure Skating Club admits students without regard to their race, religion, color, sex, age, sexual orientation, or national or ethnic origin to all the rights, privileges, programs, and other activities, generally accorded or made available to members of the organization.

Article XI
The CSB Figure Skating Club considers hazing to be a degrading and destructive activity which is inconsistent with the standards of this student organization. The CSB/SJU Figure Skating Club recognizes the dignity of every person and opposes all forms of hazing.

Article XII

The CSB Figure Skating Club agrees that its activities, mission statement and goals are consistent with the Benedictine Values.
